The murder of Mark Walts is still unsolved. His brother had told Bill Nelson that Mark used to go to Spahn Ranch all the time to hang out with the Manson Family, and that his mother told him to stop going there.

I don't know. Or there was another serial killer on the loose. There seems to be no suspect and no closure on the case. The only male Zodiac victim, other than the ones with women, was the cab driver Paul Stine. Mark had deep lacerations to the head, which takes me to Gaul/Sharp, but they were just stabbed to death and I think their eyeballs were slashed too..
So, I am thinking that there was another serial killer on the loose at that time.

The cops must have thought it tied to the Family though because according to the Spahn Raid Ranch report, found here:

"Officer Leigh also stated he was at the Spahn Ranch on approximately July 21, 1969, with Homicide Bureau Sergeants Sholund and De LaFuente who were conducting the murder investigation of Mark Walts, male caucasian. 16, whose body was found in Malibu Station area recently."

I take it this goes down as another of the unsolved?

As far as I know they never solved it.

Supposedly nobody at the ranch had anything to do with it.
According to DeCarlo, Walts' brother came to Spahn and accused the Family of the murder, but DeCarlo said that everyone at the ranch was surprised to hear of the death.

I've thought about this one for awhile and maybe DeCarlo was right about everyone at the ranch being surprised.
The question then becomes, was everyone at the ranch at that  time?  :-\

Since there was segmentation in the Family that was task driven it could have been a Family killing.
But why go from the pier way to kill/dump? Or where the items at the pier a red-herring?

I don't know.  I'm going to have to look at this one again.
